I thought it prudent to adopt the suggestion for the addition of a suspending clause - the more so, because I do not believe that there is even the faintest risk of any ship "bound for or about to proceed to Canton or Macao," being forfeited, during the interval of delay caused by vision of clause 5, being for a short time.
The pre-cautions which are quite apart from the provisions of the present Ordinance, and for years past have been within the competence of the masters of such ships to exercise.
